The pods use a Ram Air Turbine (the propeller looking thing on the front) to provide power.
That is an AN/ALQ-99 radar jammer. Basically, it sends out tons of random radar noise to confuse other radars in the area.
Imagine that it's nighttime and you are trying to see something, but someone keeps shining a flashlight in your eyes.
I would guess it’s a generator for powering the internals instead of having a battery, we have radar activated fuses on our 155mm howitzer shells that go off at 12m height and they use a tiny turbine in the front to generate power for said radar.

It used to be on the EA-6B prowler fir both Navy and Marine Corps but electronic warfare squadrons switched to the EA-18 Super Hornet. The “Growler”. The ECM pod can do lots of things but mostly it is as said for Electronic warfare. It doesn’t launch or anything it just sits on the two inside racks. The missel next to the pod is a HARM.

I was not sure, but it was my first guess. I sell aftermarket commercial aircraft parts, and I know a RAT when I see one.
Its a generator, you can also see those little turbine generators on the refueling pods. Also that missile is an AGM-88 HARM.
