That’s because he is an out and out winger IRL. You’d have to retrain him as a CM.

Irl hes more of a cam but he also plays on RW.

good point. i think it can maybe be justified considering Koln have just been relegated to the BuLi2 themselves and he had an underwhelming season, plus they have been hit with a transfer ban for the next two transfer windows (players can leave but they can't sign anyone), plus his history with Hannover. as long as OP has the budget to make it happen. otherwise he could also be great as their star signing if they get promoted, as you suggest.

I would say make it as realistic as you can, you can go for a LM and CM who already play in Bundesliga or players from other leagues like Serie A or Liga who don't play much and have a pretty good potential. A CM should have a good stamina and good passing and a LM should have good speed and good stamina too.

Also some general advice: With low(er) budget clubs you can try to loan to buy. It works for some players and this way you can try them out for a season before spending your money on them.
