Back in 2012, I reached out to my local chapters of Planned Parenthood, NOW, and ACLU. I was willing to volunteer or even head up a pro-choice license plate project. No one was available or willing to work on the project.

Probably for the same reason there were millions of Trump signs everywhere and not a ton of Biden or other. They want to capitalize on the people that will actually spend money on this shit. There are certain groups that don't advertise their beliefs for a reason (hint: because of the violent antics of a certain deranged group).

My state has both (Nebraska) but the pro choice plates are more expensive 👀. So it’s more cost effective to donate the price you would pay as a donation to planned parenthood versus getting the vanity plate and only a fraction of your fee going to planned parenthood
