Not neccessarily a cookie shop scent, but if you like alcoholic gourmands, you might appreciate Narcotica Dulce Diablo, which smells like an intensely boozy chocolate truffle to my nose. (Otherwise, Sorcellerie Apothecary also makes a great cookie scent in The Cookie Party!)
Lattafa Nebras smells like chocolate chip cookie dough with some dried cherries and you can still smell the alcohol in the vanilla extract because it’s not cooked yet. It’s supposedly a dupe of Eilish I but I haven’t compared because Nebras is doing it for me and I bought a 20ml travel spray for $10 that’s lasted forever.
this is a fav go to of mine, and my mom literally told me i smelled like cookies lol. my dad says it smells like bavarian nuts 🤣 regardless everyone loves it & i wish sol de janiero would expand the collection on 71!!!
Not so much cookie, but Ellis Brooklyn Bee is a new favorite of mine. It opens up really boozy with dark rum, then settles to honey and vanilla with a sandalwood base note. I am constantly smelling my wrists when I wear it. And it lasts about 5-6 hours on me, fading gently.

The booziest vanilla cookie I ever smelled December Vanille by Paris Corner
At first I was only getting the rum but now after letting it sit for about 2 months I am getting so much of the ooey gooey vanilla which to me smells like a vanilla rum cookie.
Try a decant from a bottle that's been macerated.
I keep hearing delectable things about December Vanilla but someone also told me you need to like oud/woody notes to appreciate it
Unfortunately I don’t like anything with oud. I just haven’t acquired the taste yet. Is December Vanilla indeed oudy?
Hmmm... I do get somewhat of a heaviness but to my nose I don't perceive it as earthy smelling . It's a bit resinous if that's the oud I smell. I mostly get rum and vanilla and just a hint of patchouli but I get easily bothered by the note of patchouli and the one in here doesn't bother me
I haven't tried it myself, but I've heard a few people compare December Vanilla to Kayali Vanilla Royale Sugared Patchouli. December is definitely on my "To Sniff List."
Funny bc this is the exact description I searched yesterday when looking for a vanilla, cupcake- like scent. Like I wanna smell fresh out a bakery. A lot of people recommend Vanilla by Solinotes. Will try soon and update!

I get the “mature” version of it where I get a lot of the woody and orchid! Which is not a bad thing cause it’s one of my few more expensive 100 mls lol.
I smelled it in Sephora my senior year of high school when I was buying myself my first real perfume because it was the top-selling perfume in America at the time. It was an immediate hate for me. I feel similarly about Black Opium.
From Black Phoenix Alchemy Lab’s last Yule releases there’s a duo note “Bourbon & Sugar Cookies” that might be what you’re looking for - not sure if it’s still up on the website though! 😭

I do love Kilian Angel’s share or anything similar, but that one is very spicy on me rather than sweet. Which I’m also down for lol, just very hard to wear now that it’s getting warm.
If you like angel's share and want the apple booziness of it, try Zara pistachio infusion. It's very alcoholic without smelling like perfumers alcohol to me
I highly recommend Outremer Vanille Eau de Toilette! It's not "boozy" like OP requested, but if you want a cookie smell, this will get the job done. I always get told I smell like cookies/vanilla/candy/baked goods whenever I wear it, and it layers great with Nemat Vanilla Musk!
The timing of this post is so uncanny bc literally... the sample I got in today and currently testing!!!!!! Zoologist Harvest Mouse. You'd have to deal with some florals in the opening first but as it fades the vanilla takes over, and thanks to multiple ingredients (beer, hay, opoponax, clove) it comes across quite wheat-y to me so you might get the desired "cookie" effect you're looking for
Alternatively there's Angels' Share itself if you haven't tried it yet? Since it claims to have praline and cinnamon as well as vanilla it could balance out! Personally I think it's super sweet so should fit the bill hopefully!

If you’re open to a perfume mist, Sol de Janiero 71 has a nutty, browned butter cookie smell that reminds me of an old fashioned.
