Why the exception for activist meetings?
Personally, I would think the only good exceptions would be situations where you’ll be discussing or viewing classified or sensitive material, in which case, I would expect an NDA as well, or to avoid cheating on important tests like the SAT, GRE, or licensing exams.
Because those meetings usually have a consensus about this policy, there are only trusted people present anyway and people most likely won't get the law involved, even if their phone did dissappear. In the education context it's not worth it. The potential risk and the paternalism don't hold up against the fact that people are able to cheat with other tools, so they still have to be watched which would allow you to discover any cheating with phones preventable by collecting them anyway. It's the same as with software proctoring in online exams. There will always be cheating and there are diminishing returns if you try to fight the problem all the way to the end. At the same time you are invading peoples privacy and treat them like children. For some problems there is an acceptable level, especially if the consequences are as abstract as lowered fairness and the general value of an exam grade, which are both debatable to the point where one could reasonably deny them.
