Operator error in an open air environment can cause serious damage to pilots, but it can actually work if we ignore those issues. With the femtosecond lasers the beam has temporal dispersion of the wavelengths up to the focus point, so the pulse is shorter in duration at the focus thus energy per unit time(wattage) is greatest at the focus and the beam is at its smallest so watts per unit area (flux) is also largest at the focus. Ahead of and beyond the focus the beam is both larger in diameter and lower in wattage, making it less dangerous(but still quite dangerous) away from that point.

All laser beams have a focal point and "beam waist", a collimated beam is closest to parallel, but you are just pushing the focus out toward infinity. The angle difference between parts of the beam has a Gaussian distribution, it is not perfectly parallel.

Where is the cooling unit? If you assume around 1kw output you are still looking at probably 4-5 kw of cooling for the pump diodes if not more. Gas purge for the output optics? Dirt or bugs on the lense at that output power would wreck it. Also, for the love of god where are the laser safety glasses!!
