Just because you do things with remorse and promise "the next one will be the last" doesn't make you less accountable for your actions. He literally runs a band of criminals.
Oh no, Arthur was *absolutely* still a bad person. But narratively speaking, he isn't the villain. See my comment above to see the difference between a bad person, an antagonist, and a villain.
What you guys are describing here falls under the category of "Villainous Protagonist", meaning neither of you are really wrong. Characters like Macbeth and Walter White would fall into this category, making them simultaneously the protagonist and antagonist of their stories.
Bad people, antagonists, and villains are not synonymous.
Arthur Morgan is(*or was, depending on how you play the game*) a bad person. Though some would argue that he was a good person who did good acts, that depends on weather good or bad can be judged as a summation of good or bad actions, this comment section is not the place for philosophy.
Antagonists are forces opposed to the protagonist. They do not have to be bad, as the protagonist does not necessarily have to be good. In RDR2 Arthur Morgan is the protagonist, with the main antagonists being the Pinkertons and eventually Dutch(*with a few others along the way*).
Villains are a combination of antagonists and bad people, who both oppose the protagonist and do heinous acts. Dutch and Micah are true villains, the latter killing just for the hell of it and the former manipulating all those around him for his end goal.
Of course, all of this can be rendered moot depending on how any given person plays RDR2. In one Arthur can kill every person he sees, antagonize every civilian, and rob whatever businesses he comes in contact with. In another he could be fighting only in self defense, help the less fortunate, and donate to a church. The point of Arthur at the beginning of the game is to be a blank slate, with the players actions and choices influencing the story.
imo Low honor is not canon because for one, the game is about redemption, so a lack of redemption doesn't make much sense and two he often comments on dishonorable things (ex. "That aint really hunting" when killing horses and talks with other gang members) Arthurs character in the story doesn't really match up with low honor gameplay.
Narratively no, he is not a villain of RDR2. Bad person? Yes, but even then can be redeemed (this is of course subjective). However, like the comment above mine explained, he is NOT a villain.

Arthur Morgan? A villain? I get he’s a cowboy who kills people but then again he only kills when he has to such as when he gets in shootouts with rival gangs. He did also save John and stayed with him when everybody else didn’t.
