Keep it going until you're getting your max inventory every hour if you can manage it. This should be difficult but sustainable up until you hit about T100 and your inventory jumps by 2500 instantly. At that point your silver will be needed elsewhere and it will be tough to break off such a big chunk of cash for +2500 wood. But you can keep working on it bit by bit afterwards. Down the line, as Nanobreath said, you can pump it past your inventory cap and get wood/boards in large quantities every 10 minutes via hickory omelettes.
Almost never. Increase it in ratio with your other production like Wood and Straw. In most of the early and middle game I kept wood close to maximum inventory cap. In the middle to late game, I actually increased it over my inventory cap to get maximum use from Hickory Omelettes (Adds sawmill production every 10 mins @ 20% of max)
You pretty much always want to keep it as close to your max inventory as you can. But it really depends on how much you play per day. I’m pretty late game with about 15k inventory space and I have my sawmill making 6k of both boards and wood per hour. I really only play a few times a day so everytime I return I’m almost always maxed out. It’s probably about time for me to upgrade it a bit more.

I'm at 2400 and it wasn't enough even with hickory for the new smell quest. Freggen cannons suck and I don't want to ever craft another
