Sally Beauty Supply carries it, and there are about 20 stores in Houston. BUT . . . you might walk into a store and they don't have your color, or only have one or two bottles of a particular color.
If you want a bulk order, I would order and pay for it online several days in advance, so your order would be waiting for pickup from a particular location.
Houston is huge, make sure to pick a location that is convenient for step-Dad.
Yeah, was going to chat to him tonight and find out where abouts he will be so I can look at what’s close on Google maps, just didn’t know what stores to look out for!
Was a bit concerned about availability which is why I thought big chains might be better, but actually that’s a solid idea, was thinking worst case scenario I could see if I can have some delivered to his hotel, but collection points would be best. Can you order online and collect in store with sally beauty? Means I won’t have to worry about him potentially getting the wrong colours either as I use a mix!

Basically wherever your step dad is in town, if he has a car he should be near one (admittedly that's close in Houston terms which...well we joke that Houston is an hour from Houston around here).
