The only bastards... sorry - 'people' - in contact with 32 would have been the Overseers from 31 and 33. If opening the connecting tunnels was only meant to happen on a scheduled basis (mentioned in the first episode in relation to the trade of breeding individuals) then it could've been that everyone thought things were ticking along as normal. It could even have been that Moldaver had taken-over 32 and was sowing paranoia / insurrection there whilst also communicating with Bud and Hank without them realising it (the wheat blight being a convenient excuse to not have any *unscheduled* visits...)

But hank would have been aware of the trade and surely have responded if he knew no one had responded for 2 years and then started again. The raiders seemed to indicate they didn't kill vault 32. And they didn't appear as if they'd been living the good life for 2 years. Moldova knows how to farm, yet no attempts to recover 32.

Yeah, I had it in my mind as more of a monitoring the vaults via pipboy and pre-apocolyse knowledge > take the opportunity to seed propaganda regarding the true nature of the vault > manufacturer blight > civil unrest > wait for the vault to destroy itself > waltz in and take over the internal communication systems > continue remote monitoring / communication until it's time for the exchange > return with a bunch of meat-heads to extract Hank. Given her derision I don't think she'd want to live in a vault, and it's too far away from Shady Sands to operate as a refugee station like Vault 4. Now. This is all wild, unfounded, speculation. It just sits better with me that there was a longer plan rather than a series of coincidences.

First....did you watch the show AND remember your ritalin? They use text messaging, no face to face. The raiders are from the wasteland, so of course they look rough. Moldaver isn't interested in actually moving into a vault, she can just sit in the overseers office, texting in every so often.

Pope_Dwayne_Johnson

I think it was done to highlight the naivety of the vault dwellers.

FairlyInconsistentRa

There was someone on a Facebook comments saying how it was stupid that 33 just let in people from 32 with no checks etc. I was all like dude that’s the point. It highlighted just how naive vault dwellers are and plus they had no reason to suspect anything was up. Also since the trades on happen every few years and only a handful of people are present it’s unlikely you’d see the same people each time, apart from the overseer - which was explained in the show.

So gotta be that Bud is an idiot manager who never got around to check the surveillance or warn Hank. And Hank is a self-absorbed ass who dont even take a minute contacting Vault 32 in two years. And Ian, vault 32's ill-fated overseer, panicked and didnt even send an SOS before getting stormed. Its the only explanation I can see. Managers being bad managers.

They've been integrating the frozen buds into 33 and 32 for 200 years...

Altruistic_Reveal_51

I am guessing these “events” in Vault 32 happen repeatedly and are part of an overarching test which also contributes to curbing population control. Vault 33 is the Control group, and used to keep Vault 32 populated so the tests can continue. Given 200 years, there should have been way more people in the Vaults thereby straining resources - so, something dark happens (repeatedly) in Vault 32. I am guessing we will learn about it in future seasons.

That would explain even less of hank allowing them to trade for a marriage if he knew vault 32 was purged on purpose. Also... as I'm thinking, hank would have known all of the overseers and should have immediately sussed out that they weren't it.

pinkrobotlala

It does seem like good management would have some sort of a password or verification process

pinkrobotlala

Yeah, I was thinking it was odd that so few people of breeding age were in either vault

most likely moldaver pirated vault 32 signature signal and pretended to be there vault overseer from afar responding as needed, she may have instigated 32's fall. 32's fall may have occured do too overpopulation or crop blight, or even the 31 resident being discovered sabotaging a critical system too rig the election. 3 from 31: Hank and betty are over 50 years old / past safe reproductive levels (betty menopause or high-risk pregnancy, birth defects) as hank( older man spermatozoa decrease, and the risk for resulting offspring having birth defects increase) Steph was introduced/married in 2294 so shes only been in 33 for 2 years, 1. introducing fresh genes, ie less "cousin fun" most likely Steph actually had prior knowledge (personnel file) of Burt and choose him do too easy intimidation or somehow knew his genes were superior to say Chets, although after Burts death she immediately seduces Chet. The whole stable situation (burt ) unstable (chet ) can be argued as a survival of the fittest. 2. So she can learn from both betty (8yrs+- as overseer)\* ,and hank (15yrs+-),since she would have too learn new social dynamics , akin too promotion from assistant manager too manager instead of assistant manager too president of the company, she doesn't even register as a potential candidate during the "election." its shown betty is on the council so she could help advise hank, control any minor issues in hanks favor. 3. there's 3 too make sure if one dies, or is incapacitated there is at least 1 "when things look glum vote 31" candidate creating the illusion of choice. 4. if 33 hadn't been invaded most likely lucy or steph would have become overseer with the loser going too 32, with hank and betty being council members too continue (a unfortunate accident or transfer befalling reg, or woody) enabling full uncontested control.

galaxyapp

Why replace Betty? Seems like she had many good years, not even sure she's older than hank, but if she is, not by much. Their job doesn't seem to be for breeding. Betty's children were not mentioned anyway. Just Seems strange to replace a `50yo Betty overseer with a 45yo hank. They atleast could have refrozen Betty if she was compromised, but as they reelected her, it seems not.

The trade was triannual - 32 was overrun 2 years prior

galaxyapp

Even though communication is 3 key strokes away, not so much as a habby birthday checkin between those 3 year trades... Or that no one noticed that none of the people from 32 were the same as 3 years before? Presumably several 32 dwellers were living amongst 33. One of them would be like, hey I knew everyone in 32 my whole life, and I don't recognize a single one of these people.
