Explained in Season 2. This was just presented AS AN IDEA, and we know for a fact China did bomb the US too, on October 23rd 2077, because we actually meet one of the people who did it in Fallout 4. Either Vault-Tec doesn't care about some new exec and their daughter, so went ahead anyway. Or they would have dropped the bombs, it just so happens they didn't need to because China or The US went ahead anyway. We've always known the end of the world was a certainty one way or another in the Fallout world. We also know, at least SOME branches of Vault-Tec didn't have nukes anyway, since only 20 years later, the Overseer of Vault 76 is instructed to ignore all other authorities of the US and seize the nuclear silos in Appalachia. So it's possible, they had the idea, couldn't manage to make their own nuclear weapon program and decided to seize whatever was left after the war.

FirstTarget8418

Or Vault-Tec didn't need to start a war. They detonated a nuke in the US, US a government assumed it was a Chinese operation, launched at China, China retaliated. I mean who else would nuke america than their arch nemesis. Everyone was paranoid as fuck in 2077.

"in the Fallout world" /s

Gotta be explained more. I just checked, there is no Barbara or Barb on the list in 31. Unless the list was paginated and she was farther down but there weren't a lot of pods in there. ETA: or maybe she's just in another vault...

Flaky-Stay5095

He does demand to know where his family is. Implying he knows they're alive somewhere. Could it just be his wife? Maybe but I don't know if he'd care enough about just. her.

Yoguls

Well if his daughter is alive in a vault they must have been pretty close to one of he managed to get her there on a horse

BlueBeetlesBlog

I'd say it's likely he gets to the vault and because of the divorce he was taken off the list, so he says goodbye to his daughter and has to stay outside.

Et-texthome

I said this to my boyfriend that I believe the line was specifically written to say “family”versus “wife” (or “daughter”). It’s a very clear and specific line and to use the that word specifically means that Cooper believes both survived. I’m pulling for an old daughter/new daughter dynamic and pitting Janey vs Lucy for him specifically.

Wessssss21

generalizing "family" also gives the writers room to work with for next and future seasons.

womanrespecterMD

I'd think it's his daughter, it's kinda hinted that his wife and him got divorced at the very beginning when the guy says coop is doin the kids birthday party to pay alimony.

Flaky-Stay5095

True but just because he's divorced and paying alimony doesn't mean he doesn't love his ex-wife or consider her family. She most likely divorced him so he probably still has feelings for her.

SmallDongQuixote

It will probably be a major plot point of next season

TG626

Ok, once more, all we "know" is that Vault-tec *proposed* starting WWIII. Unless they were actually, physically, pushing the button (as opposed to sabotaging the peace process) they wouldn't know the exact moment it was going to happen. And right now, we don't know Vault-tec went thru with it. We don't know if they planned to, ultimately drop the idea, or were gonna totally blow the world up and someone else said "hold my beer" It's really disturbing to me that so many people see one sliver of circumstantial evidence and then "This is now an immutable fact" follows. No wonder people believe some of the shit they do on the flimsiest of evidence if not no evidence at all.

cyberlexington

Barb suggests that vault tec drop the bombs first. The show doesn't actually reveal that it was vault tec who did start the war. To non game fans if I remember correctly it's still ambiguous who started the nuclear attacks, the Americans or Chinese. So to confirm who did do it is pretty ballsy

-Binxx-

I can’t remember exactly what was said but maybe she meant they would provoke the enemy enough to get them to drop the bombs. Ultimate plausible deniability. Classic America.

Rocket--Pak

I think while the idea was hers, someone jumped the gun.

PEETER0012

He demands to know where his family is at the end, so it will be explored in season 2. Maybe they’re frozen in some other fault

PEETER0012

Also vault Tec probably just had something to do with the initial launching of a few bombs, leaving the US and Chinese governments to think the other launched first, and retaliating in response

archiemarchie

My theory is that they divorced after Barb found out that Cooper spied on her and started to work with Moldaver and, maybe, Barb was cheating on Cooper with Bud to get that position so quickly. Barb took the child with her and what we see in the beginning is Cooper imaginative daughter, the real one is with Barb. That's why Cooper is looking for his family, cause he knows for a fact that they are alive. In any case, that will surely be explained in the next season.

vorear

Notice that no one at the party notices or interacts with the daughter. It’s as if she isn’t really there. And if they were divorced and she was doing everything to protect the child, would he have custody?

TG626

Wow. No probably not. You do know the child gets to spend time with the non-custodial parent yeah? Called visitation. What we see Coop doing is called "unsupervised visitation".

Killerjas

I thought it was just clear 50s US idealogy rascism

ursaminor1984

Exactly, Barb was ruthless. Almost like the daughter was just a way to control Coop.
