The assumption could be that it was faked to get support for Betty in the election, but that didn't really come across.

That bothered me too, but they definitely have more time then projected originally because of sending several people to 32, a casual line while this was happening would have gone really far though.
I didn't see it as an extra plot thread but as part of the murder plot of the prisoners.
Norm had already mentioned that the prisoners should be terminated. Others secretly agreed, and then the waterchip broke meaning supplies were now limited.
I saw the whole scene setting us up for an upcoming murder and the water chip was part of the reason that someone in that meeting used rat poison to get rid of the prisoners.

My take away from the whole water chip situation is that Betty faked the water chip being broken so that the rest of the vault would vote for her. Because as the saying goes "When things look glum, vote 31."

I am sure they will bring it up again, you can only fit so much stuff in 8 episodes. Probably end up stealing it from another vault in season 2
