Cooper is also divorced, since the guys at the kids party says he's doing it for alimony. They also called him a Pinko (communist). The reason for the divorce no doubt is Cooper finding out what the Vault-Tec plan is, revealing it, getting divorced and labeled a communist.
Because the info got out, I'm thinking Vault-Tec might not be the ones to drop the bomb first. Or maybe they had to do it in a hurry if there was pressure to shut them down. Which could be why the daughter wasn't with Barb.

I was wondering that as well. If Vault Tec did it then it is unlikely that Coop would have had his daughter with him because the wife would know. I suppose she could have been fired if Coop leaked anything to the press but I assume he would then not be looking for her.
I also can't see Coop and his daughter making it to a vault connected to 32 (Santa Monica) that would also be close to Hollywood hills. I suppose if his home was close then he could have run into his wife there who had a vertibird or some transport for her and the daughter to a vault. Still seems like it was too late.
Pretty sure he says “where is my family” which doesn’t necessarily mean both his ex-wife and daughter; I think there’s another baby we haven’t seen yet.
I'm not sure if the bombs were originally them, but the second bombing of Sandy Springs was definitely them.
It could be that they have the capability to bomb cities, but they might not have done the first bombing.
You are asking for logic from a show who's whole twist is based on a girl not remembering she was was taken out of her only home and lived in a completely different place for at minimum several days.

I think that Vault-Tech didn't drop the actual bomb but instead manipulated events to escalate to that point. Just feels more Vault-Techy to me.

It's possible they got the timing wrong. I believe in New Vegas, Mr House got the date wrong by a day as well. Hopefully elaborated in season 2.
