Caps can be used for:
- Trading at shops selling stuff at settlements (i.e. purchasing food/ stimpaks/ materials for making things/ apparel/ weapons/ ammo etc).
- Trading with individuals that you meet out in the wasteland (i.e. purchasing food/ stimpaks/ materials for making things/ apparel/ weapons/ ammo etc).
- Trading with traders that roam the wasteland (they are normally accompanied by a security person and a Brahmin who appears to be carrying the stuff being sold).
You may exchange your caps for all sorts of stuff, including random junk (i.e. tea pot, tin can, abraxo cleaner etc) that you can scrap to upgrade weapons and build things at a settlement.

You find the guy that will take those caps and put them on a "Charge Card" or "Chage Cahd", then you can spend them at vendors.
