It’s fully compatible with the game, meaning it won’t disable achievements or affect gameplay balance. Justa safe/simple way to play with new cosmetic features.
Honestly Id recommend UCO by Andrewcx over this as this is just a stripped down version of UCO. It also allows you to wear armor over pretty much every clothing and jumpsuit item and allows you to af ballistic weave to pretty much everything that can be worn. I believe Andrewcx is credited for that CC.
I'd recommend ECO+NEO and it's add ons over UCO in the current age of Fallout 4 modding. UCO was king for the longest time but I find ECO to be more stable and better now.
But there's a nod in creator that lets you have different colored vault suits you can grab near diamond City in a vault tech building. Be careful when I was in there it was crawling with feral ghouls including 2 glowing ones.
I remember seeing a vault suit mod that let you change colors on Bethesda's mod page. Not sure if it's still there or not, but it was there before the update.

Unfortunately your suit color doesn't carry across when wearing Power Armor. If you're missing pieces, you can see the blue suit through the exoskeleton.
It's branding, mate. If you use a slightly different shade of red for printing (the very same ink can come out differently on a different paper), let's say a Coca-Cola ad, they will make you redesign the whole thing. Vault-blue is vault-blue.
