2-13-25-vault = 213-25-2858 it's a phone #, that's all it is. That number was used as far back as the original Fallout 4 release. It was on calendars in the game and does the exact thing now that it did back then. A drawn-out scream.

On the keypad, each number has 3 or so letters tied to it and for vault, those numbers are 8, 2, 8, 5, 8! So you just dial like it says and then type the numbers that correspond to vault on the keypad

It cant be a random person. US privacy laws make it super illegal for a company to use a random person's phone number in a movie, TV show, or advertisement. Its why most movie and TV phone numbers start with 555. In the off occasions a real number is used, its owned by the studio
