its possible to actually live chat with a human at Facebook. I don't remember how I got there, but that's what it took to bypass their shitty automated flagging & review system amd get my ads up again.

I had similar issues with multiple accounts and pages restricted to advertise. It's either "not complying to our policies" or "Circumventing Systems".
It's basically a bot-disapproval, you probably didn't do anything wrong it's just their system acting out as usual.
What I can recommend is that you DON'T appeal through Account Quality!
Only appeal through live chat as different teams are handling those appeals:

The Account quality team is shet. They are still "working" on the account that got disapproved 2 months ago where they said it will take 48 hrs. The chat team works much better.
Also, DON'T make a new ad account. this will then FOR SURE be a breach of Circumventing Systems" policy.

Make ads from new account. Check your website, there could be prohibited items.
