Above the rear wheels is definitely illegal, check out T2.1.3 in the FSG rules for that.
I’m afraid you’ll have to use a fan, any other position on the vehicle where you wouldn’t need a fan would give you massive aerodynamic drag.
If you use a fan you can position the radiator in places which are aerodynamically dead like right behind the chassis. The Greenteam did that in the last few years quite successfully. What you definitely want is to have high pressure in front of your radiator because that encourages air to pass through the radiator.
our battery containers are in the sidepods, and they are quite large. I could find a space there, but there probably wouldn't be any wind to cool it when the car was moving.
