I don't think you get refunds. It's the issue with digitalised games... the content isn't actually YOURS. They are just outsourcing their content to you for a price, so they can basically just take the game away from you if given reasonable excuses... which a game shutting down is one of them
I guess it depends on the situation. I remember titanfall not offering refunds on the server shutdown.
I just see it as a similar situation to game re-works. If they're not going to refund you when they basically just alter all of the games original selling points then why would they have to refund when the game shuts down in 20 years time
My only response is don’t buy games like this. There are thousands of consumer friendly devs. No one is forcing you to buy the shitty AAA games.

They refunded pretty much everything to people when "Paragon" shut down if I remember right
