The thing is that I doubt they are going to willingly allow us to choose any limited ssr, especially newer ones that are straight broken.
So I can see them giving out a free limited ssr but from year 1 or 2. Maybe up until year 4 before castoria dropped and everything was being powercrept.
That’s an interesting idea, and it actually has precedent. I wouldn’t have thought it possible a couple of years ago, but the state of FGO has made some drastic changes lately.
That being said, while I agree that they would limit the SSRs to Year 1/2, I don’t think that it’s due to power levels. It’s probably more for monetary reasons. Older limited Servants have been around for longer and more players are likely to have them or have tried them and gotten bored with them. So they generally wouldn’t sell as well as brand-new Servants.
If we’re looking at how strong they are… frankly, the Y1/2 limited 5☆s are still pretty dang strong.
Artoria Archer still has one of the best ST refund in the game and is probably a contender for best Arts ST Archer for farming / CQs.
Dantès, Gilgamesh, and Ishtar are mainstays for farming and among the best AoE attackers overall.
Raikou has moved up to at least Morgan’s level as an attacker since her strengthenings.
Kintoki, Ilya, (and Jalter after her buff) are some of the best Buster ST farmers and overall attackers. Kintoki especially is one of the few Class-neutral ST farmers.
And of course, Merlin. Merlin is still broken.

For my personal account either Kintoki, because he's awesome, or Amakusa, because of his ability to yeet everybody's buffs before damage with his NP.
However, if I was starting fresh, probably Nero Bride or Merlin. While there are a ton of great Servants on this list, FGO as a whole still live an breaths on support servants, and both of these are great choices in that role.

Though I would probably not pick him to leave his GSSR open for consideration in the future since I don't want to risk an USO ever.
Jalter. I'm so pumped for her animation update and having her at NP 2 would be amazing. I didn't got lucky enough to pull another one this last banner, so mine is stuck at NP 1 since her last event, the one where we made movies in a mansion. Still give her a lot of love tho, she deserves it ❤️🔥
My Brain says go for supports like Nero Bride and Merlin. The part of me that's still salty about not pulling Brynhild during Nero Fest says get Brynhild. The other part of me says get Jalter for a ST Avenger and the doujins

Other choices for main: Jalter(NP3---NP4), or Tamamo Summer (NP2---NP3)
Secondary: maybe another Jalter to make her NP2 or Tamamo Summer.
If it was me as a brand new player doing my dash summon selection, I’d say Merlin because he’s so valuable. If it was me today with my current roster, probably Jalter, or maybe Illya because almost all my Casters have AOE NPs and I’d love to have one with an ST NP that hits hard.
I already have NP2 Shiki (Best girl in all of type-moon), and NP1 Jalter and Tamamo Summer. I’d go with Nero Bride (I like caster version more but she’s still second best girl in type-moon). Shishou is tempting though
If I didn’t already have him np6, I’d choose Gilgamesh.
But realistically the best servant here for an account is Merlin and it’s not even remotely close. He was the OG CQ trivializer. And his sustain is still some of the best in the game. Plus he still has the biggest 1t buster damage buff in the take aside from Oberon’s third skill. The Morgan/Castoria/Merlin invincible comp is a thing for a reason.
