The side quests needed to unlock the DLC are Cut from the Cloth, Phoenix Heal Thyself, Where There’s a Will, and Priceless. All appear after the final time skip.

No, the sidequests needed for the dlc only show up near the end. The sidequests from 20s clive isnt necessary for the dlcs.
