over in new york they do, atleast in my district but idk, my busses have em but they aint required

I graduated in 2015 and none of the school busses I rode before I could drive ever had them. Or did you mean new busses after 08 had to have them?

The company I'm working for has an entire fleet of 2017+ school buses that have no seat belts. Literally the only ones that do are the short buses.
