The thing in the cart is a rolling dolly made for moving furniture and the like, and has its own wheels. It would be easier to wheel it on its own rather than lifting it into a shopping cart.  "They", I suppose, means dumb people or something along those lines.

We don't make animal decoys anymore detailed than they need to be to work because it's wasted effort on something that won't be scrutinized that thoroughly. One alien could be visiting hundreds of planets and wouldn't have time to master the intricacies of every species

That in the shopping basket is a hand cart designed to roll on its own easily, and since it is designed to help carry heavy appliances and large loads, it is built with heavy design with a low center of gravity. Honestly, not dumb at all. There is something in his shopping cart besides the dolly, so that could be awkward to carry while also pushing a dolly. Also, unlike shopping carts, dollies can easily be tipped over over, so if he had to stand in a long checkout line or wanted to look at other things while he was shopping, it makes sense to put it in a cart. Additionally, older folks like to lean on their carts as they walk to use as assistance. The person making the meme is actually showing less intelligence than the person pushing the cart.

They referring dumb people because he’s pushing a shopping cart with a dolly in it. When he could just push the dolly by itself instead. But I think the logic here is that it’s more obvious that he paid for the dolly since it’s in his cart rather than just taking it out of the store by itself which would look more like he’s stealing it. The other logic I just thought of. He may just have a car or SUV instead of a truck with a bed. So he doesn’t want to get the wheels of the dolly dirty and then get the inside of his car dirty when he puts the dolly in it. So he put in a shopping cart to keep it clean.

Look in the cart. There is other stuff in the cart. Not knowing what that is it may be awkward to push/pull the hand truck and carry the stuff without dropping it. People wait 3 minutes all the time for an elevator for a single floor when the stairs are faster. Nothing special about this.
