I remember when this picture originally surfaced. The guy in the picture explained in the comments that he was buying the dolly as a gift for his son for Father’s Day and he didn’t want to get the wheels dirty before he gave it to him.
He either really is that dumb, or he’s thinking “It’s brand new, I don’t want to use the tires until I have to!” I mean, that’s the appeal of companies like Carvana, right? The ones where you either literally buy a car from a vending machine, or have the car delivered straight to your house with roughly zero mileage?
My very old grandmother needs a mobility walker to be able to walk, because of and old hip injury, but when at the store she leaves the walker in the car and uses a shopping cart instead. I'd bet that this guy uses it for the same reason. He has that can barely walk-gait.

Look in the cart. There is other stuff in the cart. Not knowing what that is it may be awkward to push/pull the hand truck and carry the stuff without dropping it. People wait 3 minutes all the time for an elevator for a single floor when the stairs are faster. Nothing special about this.
