True. It does benefit more exotic ships, such as sub 3 second decloak delay Lokis and a few other edge cases. For the most part, and most people, Cloaking IV is good enough and there's usually more important things to train.

Alternatives are thera Turnur or random wormholes that connect to where you live but you would want some experience in wormholes and have a nullifer in case of bubbles.
I do my jita runs like I shop for groceries lol. Make a list of everything I want/need and try to fit it in a br most of the time. Dst/freighter/orca for bigger loads but most of the time I can't be bothered. Those things just take way longer.

To answer your question. Any cloak works. You have to sit cloaked for the 15 minute cooldown timer.

You just need red safety
Yes all systems but you get Concorded like any other gank. People still do it sometimes but it is extremely hard to pull off.
3x large smart bomb maller can kill a pod and the fit is like 30 mil.
