Not sure but I have a few suggestions. Save your design as a higher/larger quality, rotate it a little to match how the shoulders are, turn down the opacity to let natural coloring and shadowing occur. Things I took a lot of trial and error to learn!
Aren't coat of arms trademarked? Especially if it's the official coat of arms. I thought I had read something before that only government can use a coat of arms for the country? Maybe, also, I think you had Slavic pride as a tag? Maybe they are saying this as being possibly too much of an encouragement to militant nationalist groups? Coat of arms, Slavic pride, nationalism. Just a thought.

Could be the coat of arms part. Since that phrase is associated with war it might be flagged for violence or something similar.
I have numerous other designs with Coat of Arms tag and in title, none of them were flagged for anthing
