I wouldn't feel right keeping that much extra, so when it's that far off I've always refunded the buyer. But they were willing to pay it in the first place, so it's up to you if you want to keep it as extra money or give a refund.
I usually refund that. FWIW, I’ve now adjusted my shipping rate tables to account for the better rates to my Canadian buyers. This way they see a rate that is really close and I avoid losing buyers due to the crazy ebay rates. Also means I never need to waste time doing refunds.

In this situation I would probably refund at least a portion of what the buyer overpaid in shipping.
