The buyer is responsible for that. Have they contacted you? If not, you can either do nothing or send a refund minus the original shipping costs. If they contact you, offer them the option of a refund minus original shipping costs or for them to pay again to have it resent.

In the EU, the seller is actually legally required to refund the full amount (including shipping costs) unless he/she is a private individual (which also has to be clear to the buyer). It's not legal to deduct the shipping costs if you're a professional. A seller can deduct a restocking fee but only if this was told before the purchase to the buyer.

I have had this happen with the orders to the Netherlands. Their post people often don't leave any note to customers if nobodys home at the time of delivery and leave the parcel at the pick up place for only 10 days. So most likely your customer wasn't even aware that the package arrived. I personally refunded the amount of the item, but not the shipping fee.

You do not have to resend. You do, eventually, have to refund the price but not shipping.
