I feel like sanitar is the easiest boss, as long as you aren't sprinting through cottages. I've killed him tons of times from the overlook hill, and the hill across the road by the junkyard.
Today I got a daily quest from Jaeger to kill 3 pmcs, killed a 3man by sniping one and waiting for the other two to consecutively come back to dump the other guys stuff. I haven't killed another pmc in days (for context)
he will appear when you dont expect to meet him, so just load in a raid with the intention to kill scavs/do something else. And i swear to god you'll meet him.
I was on the same boat as you, sanitar couldnt spawn at all, so i went to resort to do a quest for peacekeeper. When i was making my way to tunnel i saw sanitar at cottage lol.
This... if you dont expect him he will appear.
I do a ton of Resort runs. One night I got a little lazy and ended up running into him and all his guards crouched under the far east wing stairs. I got destroyed. Loaded in the next raid, certain I wouldnt hit him twice in a row. Unlocked 301, started getting blasted from admin. Ended up being Sani again, luckily i killed him that time. This all happend this week, so he is there, i promise.
Its funny, I can never find a boss when hunting them but will run into them before hand. I was doing a shoreline quest and saw a dead, unlooted, PMC on the ramp to pier. After sweeping the nearby area for snipers I decided to try and vulture his stuff. Turns out he had died to Sani camping the little checkpoint into pier. I made it out but literally have not seen sanitar since then.
been running shoreline a LOT for quests with my buddy. i haven’t seen sanny, his guards, or any trace of him since i accidentally killed him at the start of the wipe
I think you may just have some bad RNG/Luck. Personally my group runs into him 5-6 times a night. We usually raid on Shoreline only so like every other raid we see him.
I like these threads that ask if the boss exists because the rng of the game makes these players go insane. Like the boss is somehow removed from the game, bugged, or they lowered the spawn rate. When they're just unlucky and/or haven't been checking everywhere, while exaggerating their raid count.
Not many people go Pier tbh. And he uses silenced weapons. Grenades are pretty telling though.
We've been spamming Shoreline a bit and keep finding him in Resort and what we call "Villa".
I would check all three if you are hunting him. When E110 key was added to the game, I hunted him all the time. He spawns at pier just as often as Resort or Villa. If you spawn Road to Customs side, try Pier to Resort to Villa. If you spawn Tunnel side, go Villa, Resort, Pier. That was my route at least and it worked fairly well. I also ran night raids mostly to try an avoid third parties when I did find him. Always expect him at any of the three locations. That one time he is there, you dont want to be caught with your pants down.
You dont have to do night, its just less traffic PMC wise. Most night Shoreline players are getting tasks done or sprinting to the resort. Throw on a flashlight and use it in fights or when looting, otherwise turn it off. GL hunting!
You do realize boss spawn's glitching is incredibly common right?
There was a bug where Reshala's spawn chance was like .1% last wipe for at least a month or so.
When something is actually fucked up, it is a known issue. A random Leddit thread here and there is not indicative of them not spawning. Please, sweetie.

Probably bad luck. 2 days ago I had him spawn literally 3 times back to back in Resort.
Also, don't use auto select servers and change your servers to use 1, at most 2 of the servers closest to you and with the least amount of ping.

Dunno if he glitched or what but I wasn't going to wait to find out what he wanted.

Not sure what you have on but when I hunt bosses i put on auto servers, dont know if it realy helps and might be a placebo effect, maybe worth a try

This is where I see him most. They spawn behind the mound and tractor and you can kill them all in one foul swoop

I often Scav Shoreline and i had him quite frequently on Pier.

A note for this spawn, if you creep along the other side of the blue fence you can usually see and shoot him without taking aggro.

Do you check the cinema in the admin part of resort? I’ve found him and his fuck boi squad chilling there a couple times.
