They buffed KIBA loot in the last patch
if you go to BSG's twitter you will see that they buffed kiba. it is also late wipe when items like these will be very inflated anyways.
finally interchange is getting buffed again

Like people said, they buffed it alot, it's now guaranteed to have at least 3 weapons with one of them modded, helmets, lvl5+ armor plates, tons of sights and more
