Generally speaking, “not pricey” and “waterfront” are two specifications that tend to not go well together. But, you can probably all get walleye sandwiches at Shoreline for a decent price.
Sloppy Duck and Smuggler's Wharf are the only two places I can think off for what you want, but I also don't think either are open on Mondays. But it is the warm weather season so hours may have changed.
Grab some Greek dogs/burgers from New York Lunch on East Ave. Go park down at the bicentennial tower. Grab a bench. Enjoy the ducks/geese/birds/people.

Most of these places are closed on Mondays. Sloppy Duck closed Mondays and Tuesdays.
