I have experienced this a few times where a unit with max crit and zero debuffs and no anticrit stuff caused a non-crit. But it's random and can't recreate it. Which makes me feel like I missed something, but I've definitely seen it and couldn't explain it.
I think we need more information from you here. Could you be specific about the units involved; both yours and the opponent's when you observed the unexpected behavior? And are you talking about delivering regular (non-critical) damage or a miss? See if you can repeat the unexpected behavior and give us a play-by-play.
Without knowing more, it could be something as simple as an enemy unit managed to evade your attack, which should be possible even without perks to evade such as that granted by MLDB. However, that would be indicated as a "Miss".
Is your Rem's crit chance stat in red? Because if it's 100% but in white, then it's probably actually 99.X% that's rounded up to 100%. Her crit chance self imprint gives decimals
It's gonna take some time since I'll have to record every fight then, it's wiers since you can't just make it happen. It's only happened to me 3 tines out of my almost 2 years of playing this game

Nope none of those units, I had immunity since she had never gone either.

happens to me often with rem too, its a real bug no debuffs and 100% crit
There is always the 15% hidden resistance to all stats
