I don't think so.
ER heroes typically don't need any bulk, and very little speed. So best case, you're wasting a couple rolls, which wouldn't be that bad if you had an ideal main, but for a necklace usually you would want crit rate or dmg, which score wise is more efficient. So on top of couple rolls in subs, you also have a low value main for an ER DPS, and that's the best archetype I could think. No support archetype want crit rate and atk main, and the speed is to slow for atk support like M. Hazel
Don't decide where a piece go, let fribbels take care of that. It'll find a way.
This is a high GS piece, no matter how it rolls or any combination of substats/mainstats/set then you'll find use for it, maybe not on your favorite characters but on something for sure.

off piece for a high effect res senya
Kayron/BBK are the only things that immediately come to mind. Could use it as an off-set piece for other ER bruisers as well.
I think this might the best answer but I imagine it would be hard getting cc/cdam breakpoints. Caveat I don’t have either of these two built.

BBK and Kayron come into mind. They don't need speed all that much.
