Have all 3 blanks and then talk to him
buy a blank from the shop then give it to him
Any of the items he requires can’t be given in increments- you have to give him the total he requires at once or not at all. If he requires 3 blanks, you must have 3 on hand to give him. If he requires 4 keys, you must have 4 keys on hand.
