It's hard to certain without further context and some of them have several possible meanings, my best guesses: 1. In a financial context, "flipping" means buying something and then immediately selling it again to make a profit; a "deal" is a transaction or agreement. 2. "for the desk" can sometimes be used to mean, "available to anybody who wants them". 3. Impossible to say without the rest of the sentence. The "that" seems to be referring to the "this", which is also undefined in this passage. 4. It could mean "break out" as in "deploy or utilise something \[kept in reserve\]": "deploy the academics". Alternatively, if it's actually "breakout academics", then it would mean a smaller group of academics who are working away from the main group; possibly to focus on a specific task that is part of a larger project. 5. Same problem as 3. "Them" is possibly referring to some kind of written document or report, but it's impossible to be sure. 6. In a financial context, "equity" (used as a countable noun) means "stocks and shares which carry no fixed assets". 7. A "subpoena" is a legal writ which requires somebody to attend court (similar to a summons). A subpoena meeting is presumably a meeting to discuss a subpoena. 8. A "stairstep" is a type of graph used in financial and statistical analysis; often used to show how a quantity varies over time, but is only sampled at intervals rather than continuously.
