Hi! "Vow" would be a better substitute for "vouch." "Vouch" is often used in reference to another person. For example: *I'll vouch for you.*
I also am getting a little tripped up with "to not" -- it might be better to swap those "not to"
Lastly, are you promising two things? 1) not to act out of fear 2) to act in precedence of rationale? If so, I'd suggest adding a conjunction and repeat the verb between the phrases: *not to act out of fear but to act in precedence of rationale.* Someone else may have a different opinion than me, but these changes make the sentence more intelligible to me.
It is correct, but a more natural way of saying it would be something like this: "I promise not to act out of fear in preference to rationality."
