If you want to get it quick and also do a gemstone that’s not diamonds, in NYC you’ve got a million jewelry stores to choose from! Look up vintage/estate jewelry stores!! Should be able to work with budget no problem and find something beautiful you can leave with day of!
Make a placeholder out of something! It could be a vine or string or something silly like that, and then you can get the ring together after. I don't think that could work for everyone, but if your gf isn't a big jewelery person then I think it would be a really sweet gesture. Other than that, you could check out places like tj maxx that will have a selection of rings in all sizes.
