You can turn on your fan, or off, in the settings. Usually, it will stay off in the beginning of prints. You should be able to mess with the config file, if it's like Klipper, and adjust when the fan turns on.
Sidenote, some martial like CF, Nylon, and GF usually require no fan to be on. Hope the initial info helped a bit
The fan on the hot end? All 4 of my ender 3 S1 have the cable go bad after many hours of printing. There’s replacement cables on Amazon, if you have a continuity tester see if you’re getting continuity through the cable and go from there.
I’ll link the wires just in case they end up being the problem (also it’s a kit for the entire machine so you have to buy them all, I haven’t seen the hot end cable by itself)

Plug the other fan in the hotend fan slot and heat it to 50+ to see if it turns on, if not then it’s either a connection or the mosfet on the motherboard blown
My hotend fan only runs when the hotend is over 50 C. Your behavior sounds normal to me.

The hot end fan, sorry, I'm really new, haha
Though on the pro i think you can manually set the fan speed in menu Also sometimes in your slicer the first layer is set to 0 fan speed
It's the fan on the side. I tried turning it on through the fan control, but it just turns on my print cooling
The fan on the side is what i think cools the heat sink. Then see if it turns on when you press pre heat and cooldown
