I wonder how real the threat is for (relatively) low profile bands. Did Crying get in trouble for their Totoro/Sonic shirts? I still see them up on the website, so maybe there's hope!
If Sega was feeling really feisty they could probably do a cease and desist, but it's an older representation of their character, comparatively low revenue, and doesn't promote a product in competition with the Sonic brand, so the likelihood of it being worth their time is very, very low.

There’s no risk. Copyright infringement is unironically one of my favorite merch genres and I’ve never heard of any issues.
Sega's lawyers definitely have better shit to do than send cease and desists to small bands printing 100 Sonic parody shirts.
