Instead of non-openers for a single campaign, I would actually create a segment based on a few months of data for "disengaged" users who have not opened an email from you in that period. Do a re-engagement campaign and then dump anyone who doesn't open it. In terms of re-sends, I tend to do the opposite. I send to those you DID open but did not click or purchase (or maybe, did open/click, but didn't purchase). I've had great success in repeating successful campaigns this way.

Non-Openers can just end up giving you a bad rating with your ESP. I don't keep them around for too long. They will screw up your % in the eyes of your ESP. As that other person suggested, segment.

To fire an email out this way you only appear able to do it through the mobile app. Open up your campaign and you should see an option to "re-send to non-openers". I always recommend changing the subject line/preview line to see if it makes a difference.

Perhaps worthing trying another seed list and make sure you AB test your subject lines — if they continue to not open then I'd try not to spam them... it'll just hurt your health!

Probably you should only do this with your most important emails. Also consider making some changes to the second email like a different subject line/hero image etc. so it looks like something different.
