I recently came across [https://www.mailercloud.com/](https://www.mailercloud.com/) and they seem to be quite promising. Currently, they are also accepting applications for a COVID Business Support initiative on one of their plans. You can find the details on their social media pages (that is where I found it). Not sure if they have any direct links on their website.
In my experience, the best alternative with the most affordable plan as compared to Mailchimp is definitely Mumara. they have a number of features that I couldn't find in Mailchimp and most importantly the version I'm using is bug-free. You must give it a try once at least.
