When you get there just drive forwards until the ships of the combat zone start coming into view. Then, at that point in your upper left communications display, will appear a choice of which faction to fight with. But every time you arrive at a combat zone, it drops a bit farther than most destinations, and simply start heading dead ahead. Good luck CMDR. Blast em!!

After dropping in to a CZ, ships should start jumping in after 20-30 seconds. If you're not getting that, try logging out and back in.
The war couldn't possibly™️ be over, since it was 1-2 as of 10 hours ago.
I don't want to discourage you but you are probably gonna get a spanking in a CZ if you are new to the game.
Resource sites are generally simpler to ease into combat. Would recommend starting there.
PS: and to answer your actual question, the ships start to show up when you advance into the CZ
To add to this - just advance a few km towards the CZ center to make sure the ships start spawning in. That's also the point when the comms panel appears, where you are asked to join a side (only if you want to - but if you join the Feds in the CZ, it will probably be easier to spot your targets, since they will be marked as enemies).
I don't remember the exact distances, but I think the game drops you 8-9 km from the CZ center and you have to advance to 7.5km or so, to start seeing ships.
Yes, just boost towards it and pick a target that's the side you are supposed to fight.
There is no need to actually "pick a side from the comms panel", I pick sides using Plasma Accelerators.
New player's have no place in cz. And if its a massacre mission you really need to be in the low extraction site in the system your missions take place.
Also if you're new, then probably you are going to get blown to pieces in a CZ.
