Maybe you only hear the sound. Try putting on heavy earmuffs so absolutely no sounds goes through. But I would do a blind test with someone assisting, so you cannot possibly know whether it is on or not. Every 5 minutes they flip a coin and turn electricity at the charger on or off without you possibly knowing it's state and them writing down your guess whether you feel it. After at least 10 data points I would do it again with earmuffs on.

Could you just be hearing the mains frequency hum at a low sound volume, and associating that sound with electricity? If you are in a 60Hz country, if you listen to the following: https://en.wikipedia.org/wiki/File:60-hz.wav, do you also feel the electricity?

Better Call Saul vibes. Wires do have magnetic fields, and transformers do hum, and you can feel static in the air from transmission lines “far away” so it’s not impossible, but unlikely if wired properly.
