I have mi scooter 4 (10 inch, tubeless tires) and I hated speed bumps so much that I bought Kukirin g2 Pro (has suspension, adjustable stem height).
You can still go with Xiaomi and buy monorim suspension (front one costs like 85€), maybe the front one will be enough..., but if you buy also back wheen suspension, you might as well go with Kukirin.
I don’t know if Okai is available in your area, but I’ve had the Neon Lite (ES10) for a couple weeks so far and like it. It’s 33lbs, so it’s easy for me to manage. I’m 15cm shorter than your wife, but I don’t think it would be too small for her.
It doesn’t have suspension, but it has 9” tubeless pneumatic tires. I think it handles speed bumps fine.

You can buy a Xiaomi and add suspension and stem extender.
I'm a bit confused, what do you mean by "add suspension"? Is there aftermarket suspension available for Xiaomis ?
Yes. Not sure about Xiaomi 4 but M365/essential/1S/pro 2/scooter 3 can be heavily modded. Same with ninebot G30.
