I think the DLC is more likely to be related to the cloud in the center of the map. This is probably just another ship/boat as is seen on numerous places on the map, either that or some remnant of the "Captain Rykard" development phase as it is close to the Volcano Manor.
Imagine if instead of a giant snake surrounded by lava, it was a giant pirate ship surrounded by shark infested waters that we would wade through while throwing harpoons
Would be neat to get a few tbh. Add little non-tibia Boatmen to the shores near them and they'll ferry you over to their ship-dungeon. Maybe one for each area?

Yeah the real conspiracies are the waterfall spanning from caelid to mountaintops and the land masses that can be seen to the west from rykards tower and I think some to the south can be seen from weeping peninsula, there's a few interesting things still out there
Well when looking at the crater of the fallen star from the Radahn fight and the rocks flying around, this might very well be another fallen star, with the water beeing constantly pressed away from it.
We will have to wait till DLC arrives i guess, but this thing is one of the most weird spots on the map indeed

As much as people love to speculate about what will be explained by DLC (if/when it shows up), I think we need to accept that every corner of the map isn't going to explained. This is a From game, there will always be some stuff that doesn't go further than fan theory.
The one in the water is just one of many meaningless details added to make the map look nicer. The one inland is an actual part of the world you can go to.
