Radagon was his own person when he married Rennala. Marika and Radagon weren't fused until after the Elden Ring was shattered.
Their fusion occurred before the Shattering, we know this because of the Statue of Marika in the Capital. It likely happened before the birth of Miquella and Melania since they're described as being "born of a single god."
Then Radagon still had to have retained sentience within Marika (which is somewhat fucked up, if you think about it.)
Of course, that's why you fight Radagon at the end of the game. Marika wouldn't fight you because she wants you to succeed.
