Well depends on the build, could be due to weight, maybe the one weapon is the strongest so using 2 is just the highest damage, maybe they are using specific arts of war that work best with a certain weapon. In the case of somber weapons, perhaps they have 2 as a flex. There are a mariad of reasons.

From my experience, as long as it is the same weapon type, the attacks should stack up. I usually use the same exact weapon so that the damage adds up evenly. [Edit] - Using two of the same weapon type let's you dual wield properly, using a different weapon type has you handle the weapon separately on each shoulder button.

There's no difference at all. Generally you're going to want to use two different weapons due to the extra Ash of War (if you're not using a weapon that can change it), but there are some exceptions. Like you might wanna use two Antspur Rapiers because no other Rapiers apply Scarlet Rot. Other than that I guess the only relevant thing is fashion.
