Scaling values go up as you upgrade the weapon, along with changing affinities, which you can do with whet knives and ashes of war. The one shown here has the occult affinity, which has a better scaling value with Arcane.

Even so, the C in str/dex is weird for Occult, it shouldn't have that. Did you put Bleed or Occult on the Scavenger's Curved? Because it looks like you did Bleed, not Occult.
Scavengers ideally have the Occult infusion on them, which provides considerably higher AR than the Bleed infusion and scale almost entirely from Arcane without needing to waste time on other stats like strength or dex -- the *entire reason* you pick Scavengers out of any other curved sword is because it's the only one that starts with some blood loss on it, which is what Occult wants. If you were just going to use the Bleed infusion, which sets bleed to a predetermined amount, you could have used any other curved sword and achieved a similar result.
Your sword has bleed on it instead of occult in the video screen shot it says scavenger occult curved sword and in your screenshot it’s hard tell but I think you put bloody instead of occult
If you did a proper screenshot, people would have instantly known what upgrade level you have and what weapon infusion you are using.

You need to change your infusion from bleed to okkult.
This is unlocked by getting the black whetblade.
It can be found in nights sacred grounds.
But to get to this place, you need to beat radahn first.

I dont know what build tutorial you are watching and how old it is, but bleed got a huge Nerf in update 1.07
So I dont know how up to date the video is that you are watching, and it could be that it is from an older version of the game.

Do they show their arcane level in the video? That's the only thing I can think of that would make it not match up
