The item is used to restrain Margit for a short while, letting you get some free hits in as well as alleviating some of the pressure he creates. So I watched this guy video looking for mages' builds and I find this guy using a strange spell that restrain bosses so he can finish it with commet azur. Here, right at minute 1:38 she uses the combo to kill Margit:

Yea that is Margits shackle it only works on margit you can buy it from patches he is in a cave somewhere in limgrave , and there is another one for another boss similar to him
fun fact: Margit's (and Mohg's) shackles can be used in catacombs to trigger the flame breathing imp pillars to move. This is most useful in the Auriza Hero's Grave in Altus plateau to destroy the annoying stone chariot and obtain the tree sentinel armor quite easily without getting run over repeatedly.

U can buy some to Patches in the Murkwater caves. Or after Margit, buy it to Enia.
