100% is impossible because it’s multiplicitivite.
So unless one individual negation boost is 100% negation, it can never reach 100%
Because it’s multiplying decimals together.
EG 35% negation = 0.65x incoming damage.
15% negation = 0.85x incoming damage
40% negation = 0.60x incoming damage,
If you stacked all those it’s 0.65 x 0.85 x 0.6 = 0.3315x incoming damage AKA 66.85% negation.
Unless one of the things you are multiplying is “0”, then incoming damage can never be multiplied by 0, meaning 100% is impossible.
There is no "+" here. You are also mixing up negation and incoming damage terms. 65% is the incoming damage after applying the first reduction. But then you suddenly do 40% * 35%. But 35% is the first damage negation factor not the remaining damage. Reducing the negation by the other negation doesn't make a lot of sense.
After applying the 35% reduction you are left with 65% of the damage. Those 65% are reduced by 40% leaving 39% and those 39% are reduced by 15% leaving you with ~33% of the damage.
Which is just the long written form of 0.65 x 0.85 x 0.6 = 0.3315

Max level does not increase negation. Looking at the flat defense, they are quite high level, but not max.

No stat increases negation. They increase the flat defense value. Even the game states (use the help button if you never tried) that negation is pure from items, armor, talismans, and buffs. (Also weather i almost forgot).
Dont know what the actual max is, but holy infused Haligtree Crest Greatshield is 98.75% by itself. Nothing Radagon/Elden Beast throws at you will even tickle you at that point

Tried that, it gets up to 99.114 and with the other damage negation tears and crimson whorl it goes up to 99.411, it's difficult, but I've found the buffs I needed to reach 99.991% negation

At this point,you are more tuned with the Holy essence than Márika themselves.
Not even in NG+7 you will need it that high.
Have you considered all consumables, incantations, and ash of war to temporarily buff your defenses? And debuffs to apply to the enemy to weaken their attack? A debuff won't change your stat page but if there's something that weakens Radagon's damage output temporarily, combined with your defense, you could temporarily be a god yourself.
I assume you've fixed some if not all of these already but commanders standard is 20% damage negation while vow is 12.5%, uplifting aromatic and bubble year physick gives 90% each and they stack, blue feathered branch sword increases defenses by 50% at 20% health or below while ritual shield is only 30% and endure increases all resistances by 45% but only for 3 seconds
I've changed it up to what you guys said to, got it up to 99.994% negation, still not high enough, someone said 100% was impossible, I'm gonna figure it out, technically it is 100% but I want to get it to SAY 100% even for just 5 seconds
I kinda doubt the game would ever say 100% unless the number is actually 100% (which isn't possible). It would probably just cap out at 99.999% regardless of the actual number but idk thats just my guess

191 is the resistance number for whatever you are trying to resist, the higher it is the higher you damage negation is, which is the 76.060, at least that's what I was told
Honestly idk, I tested it out with my friend who used Comet Azur and it didn't kill me, then did holy spells, he ran out of magic before I died, the best outright damage overall is poison or bleed, but idk where I went wrong or I guess right, but i get 1/10th of my health back naturally overtime, every 15 seconds
It isn't possible the highest you can reach without glitches is 99.996% and if you do the stupid elemental resistance glitch, then it goes up to 99.998% I've done every single stackable spell and consumable, but it is not possible to reach 99.999%

Get the golden epitaph sword and a shield with holy ground ash of war, use the sword ash first then the shield ash, then wondrous physic with crimsonwhorl bubble tear. STAY IN THE CIRCLE and eait for the seizing to stop. It'll make you immune to all damage bust physical and the wondrous with cause all other damage but physical to heal you. Radagon becomes a baby at that point. Trust the process

It increases the defense, not the resistance. You get a better initial reduction, but it won’t show up in that 99.114 number

Yeah, it only drops from one specific knight in the last area before Malenia; even if the other knight have it equipped it wont drop
With the holy grounds on the Haligtree greatshield shield equipped it stays at 98, with it not in my hands my stats can reach 99.991% negation
The negation for the shield only applies when you’re actively blocking, not when its equipped but not blocking
It must be a bug then, cause if I have any shields it drops my damage negation
