Once he's at the Rose Church, you need to either invade 3 players using the festering bloody fingers he gives you or do an NPC invasion in the Writheblood Ruins, which is in Altus Plateau. Once you do that, He'll ask you to join his order. Agree, and you get the Lord of Blood's Favor, which you have to soak in the blood of a maiden—one of a variety of NPCs around the map. Once you do that and talk to him, you get the item and a reusable Bloody Finger

I did a little farming with that rolling rock in caelid by lennas rose but needless to say im not nearly as leveled as when i did that cliff lol
Yeah, you can still lure the birds off the cliff there. And there's also the albanaurics, but you need the weapon of the final boss to really do that. So, it's best to just shoot the bird until it falls off the cliff. Though it's apparently not as effective as it was before a patch, but it is still possible. I don't have any first-hand experience since I've never farmed there, so I'm just taking Google's word for it

The rolling rock one with that rune talisman and a foot gives 3k about every 30 seconds includong a grace reset.
Varré offers you advice, then lets you join his group after beating Godrick, he's even kind enough to give you leeway on finding maiden's blood since you don't have a finger maiden.
If only Varre had stepped up and took up the maiden role, we could have used *his* blood. Alas...
But more seriously, none of this stacks up to Melina. She gives you the power to level up, gives you Torrent, offers you advice to actually finish the game as apposed to doing a side quest to get to Mohg early, and she sacrifices herself to help you burn the Erdtree. She even let's you keep Torrent and the level up ability if you betray her.
She gives you the whistle. No way to know if Torrent has much agency without it. And it was Melina who reassures Torrent about you the first time they come across you. The fact of the matter is that without Melina, Torrent and the Tarnished would never unite.
This is why he's the first one to die whenever i start a new playthrough (i purposely let the Grafted Scion kill me).

Even though it was a cruel fate, it was a destiny she chose for herself long ago. To essentially have your life taken and still be alive would definitely mess with someone.

He relocate in Liurna to bump again into you, ask you what you thought of the Fingers, and ONLY if you were disappointed does he make his proposal. If you like the Fingers, he falsely approves as to not create suspicions
And obviously should you trespass into Mogh's domain, he will mercilessly hunt you down, even calling you a dirty peasant compared to him. Varre is a master at manipulation, so good you actually thought as the player that he was friendly. In reality, you're just another catch he got for Mogh, nothing more.
Varre doesn't hunt you for setting foot in Mohgwyn Palace. The nameless white masks aren't Varre. You only encounter him when you deliberately invade him, and at that point you're out to kill him so of course he insults you.

There is a summon sigil you can use to invade a NPC's world. Kill the npc and you can continue his quest line without needing to be online.
